EU5 Formable Nations: Full Requirements List
EU5 has three tiers of formable nations (historical, plausible, and fantasy), each gated by culture, territory control, or both. Here's how the system works and the requirements for the formables most beginners ask about first.
EU5 has over a hundred formable nations, and almost every one gates behind a real requirement: the right primary culture, control of a specific set of territories, or both. This page covers how the formation system works and the requirements for the formables that come up most often; it isn't a copy of the full alphabetical list, which runs long enough that a wiki-style reference (linked below) does that job better than a static page here would.
The three formable tiers
Before forming anything, check your game rules: Flavor → Historical/Plausible/Fantasy toggles which tiers are even available in your campaign. Most beginner-relevant formables (the ones covered below) are Historical tier and available by default.

How to read any formable's requirement, generally
Every formable's conditions boil down to two independent gates, both usually required together:
- Culture gate. Either your primary culture must match the formable's target culture group, or (less commonly, as with Britain) a broader language-group match qualifies. This is checked against your current primary culture, not your starting one: culture-shifted nations can sometimes unlock formables their starting culture couldn't.
- Territory gate. Expressed as a percentage of control (not just ownership) over a named region or list of regions. Britain's 75% threshold above is a genuinely high bar, requiring near-total regional dominance rather than a token foothold.
Because the territory gate checks control, not raw ownership, a formable can stay locked even after you've conquered the required provinces if your control percentage in them hasn't caught up yet.
